POLICY REPORTS
Co-author, on behalf of Laureates and Leaders for Children
Exploited and excluded for generations, African states are now facing new injustices - many of which have escalated since the start of the Sustainable Development Goals - and an incredible struggle to deliver children’s basic rights. The world has so far ignored the scale and severity of this crisis and millions of Africa’s children are bearing the heavy cost of this systemic discrimination.
This report presents the stark reality of the unfair treatment and subsequent financial and human costs of discrimination, and identifies ambitious yet tangible solutions to accelerate justice for all of Africa’s children.
Universal Social Protection for Children in Low-Income Countries
Lead author, on behalf of Laureates and Leaders for Children
Child labour is a persistent injustice of which the world should be ashamed. When there remain millions of families who are so poor they are forced to send their children to work, despite global wealth doubling in the last 20 years, it is plain to see that there is wholesale, systemic discrimination enabled by governments against the most vulnerable people.
This report explores the discrimination which causes child labour, and how it can be eliminated to ensure the world’s most marginalised children and young people are free, safe, and educated.
Preventing the Loss of a Generation to Covid-19
Lead author, on behalf of Laureates and Leaders for Children
The COVID-19 pandemic affected the entire world, but far from being an ‘equaliser’, it demonstrated that marginalised communities are the least able to practise protective measures against pandemics, and exacerbated many inequalities they have long faced.
The report demonstrates the measures that can be taken to reduce inequalities for marginalised children, and explores four areas - food insecurity and hunger, child labour, education, and children on the move - for bold and urgent action.
Author, 100 MIllion
Today, over half of the world’s poorest citizens are children – and they are entering poverty and child labour at an unprecedented rate. In the time it takes you to read this, over a dozen more children aged 5-11 will have been forced into child labour. By the end of the day, there will be 10,000 new child labourers – and one more billionaire.
This report explores how realising every child’s right to social protection can end child labour, and deliver lifelong benefits for them, their families, and their communities.

Why the Push for Low-Fee Private Schools is Throwing Quality Education Off Track
Co-author, on behalf of the Global Campaign for Education
A growing chorus of influential actors are advocating for increased privatisation of education, and the expansion of so-called ‘low-cost’ or ‘low-fee’ private schools, as a solution to the education crisis. Central to this argument is that public education has been tried and has failed – but these arguments overlook the reality that in many developing countries the public sector has long been chronically underfunded. This report examines the evidence behind the major claims in favour of increased privatisation, as well as the potential of a public alternative to achieve quality education for all.
